EDIT: (april 7th) if you switch for a few 'cheap' high-grade snakes you can get that up to almost 18km/s. see bottom of description for that screenshot.

when buying fireworks it's always good to shop around at other market hubs, for there are good deals to be had by folks selling 100 units (cherubic heart for example was 5000isk pu in amarr)
see linked screenshot for implants (note that picture was when i had a meta medium shield, and slightly different fireworks)...i'm honestly not sure if an omega would be better than the navigation implant.
EDIT (april7th): so just mwd+drug (no overheat/no boost) = 9058.2m/s, with lowgrade snake omega instead of nn-605 = 7135m/s, with midgrade = 9426.2m/s ...so definitely go with the setup i had as listed during video (unless you want to really splurge and get the probably hideously expensive mid-grade)
EDIT (april8th): mid-grade snakes are surprisingly cheap.
