okay, so Troa Barton mentioned it'll spool up based on cycles (regardless of hits/misses) and reset only when weapon isn't firing (ie switching targets)...so i was like, hell no way, and went and tested.

thinking back on what could have caused me to think a miss would reset dps, must have been formed in the very early days of the Trig release where the shitstorm of whiny trolls on the forums reached a fever pitch about how transversal would make this weapon suck so bad the people that suck thought it sucked.
