20Heavy Barrel is hidden on the Evercade Data East Arcade Collection 2. It doesn't run well, so maybe they meant to delete it, or thought they might be able to get it working with a patch later.
I used EverSD for this, and just modified the launcher for edward randy cue file in the game folder to point at the hbarrel.zip instead of edrandy.zip
