Training a character specializing in exploration career in EVE Online. I have re-purposed the mining character to train all of the scanning/exploration skills. High sec exploration is possible for any new player right after completing the exploration career agent missions. Those missions provide several necessary skills and an exploration ship as the rewards. As long as you can fit a core probe launcher as well as data and relic analyzers, you can venture out exploring sites in high sec. If you're having problems scanning the site to 100%, try manually moving the probes closer to each other to pinpoint the location.
