You can get "extra" hammers with the production focus trick. This is where you lock down (assign citizens to) the food tiles to get growth, but set the city focus to production. Here is how/why it works: Food is produced first, if the food accumulated is now enough to produce a new citizen, then a new citizen is made and assigned to a tile based on the city focus. Next, hammers, gold, etc are produced. If the new citizen was assigned to a high food tile (generally the default behavior) then it would miss out on making food on its first turn, if it was assigned to a high hammer tile (production focus) then you get "extra" hammers compared to the default behavior, that is why it is a "trick". If you want to continue to make the most food you will next manually assign the new citizen to a high food tile.
