I know why the controls were being all messed up. It's because my player profile had gotten damaged apparently. I loaded up the game and it told me as much. When I got into the game everything was normal except my player card had been reset to default and it asked me if I wanted to do the tutorial since it was my 'first time playing MK11'. This in turn had reset the controls so dumb options like input shortcuts was on and awesome options like krushing blow hold check were off. So there's that.
