Fable 2 running in Xenia seems to have flickering issues at 4K and 1440p regardless of if the frame rate is unlocked or not. So, I ended up playing it at the default resolution with VSync disabled which does work fine for the most part. There are a few animations that are still locked and possibly some minor speed up spots, but overall, it was definitely playable.
