This is how our starting SPECIAL stats look for the Idiot Savant:
S – 1 + 1 = 2
P – 3 + 1 + 1 = 5
E – 1 + 1 = 2
C – 5 + 1 = 6
I – 1 + 1 = 2
A – 9 + 1 = 10
L – 8 + 1 = 9
Necessary Perks – Idiot Savant up to rank 2
Weapon perks: Gunslinger, Demolitions expert, Eventually Big Leagues
Combat Perks: Better Criticals, Critical Banker, Four leaf clover, Grim Reaper’s Sprint, Gun Fu, Action Boy
Stealth Perks: Sneak, Mister Sandman, Ninja, Blitz
Settlement Building: Local Leader, Caps Collector
Other: Medic, Lone Wanderer

I actually played through the entire game to test these builds out.

Idiot savant:
Early Game: get in the fray quickly, stay in VATS, Aim for the body, get Righteous Authority as fast as possible.
Late Game: still aim for the body, Use Deliverer to thin things out, Righteous Authority Kellogg’s pistol synergy.
Strengths – fun to strategize and swap weapons, charisma-related things, easy access to best weapons
Weakness – Not durable, damage is underwhelming on high-level enemies

Genius:
Early Game: get Power armor asap, and try not to ever leave. Know where fusion cores are (two in arcjet). Use whatever automatic weapons you can get your hands on.
Late Game: Keep an assortment of automatic weapons, heavy guns, and explosives

Strengths – Super durable, fun to play recklessly, can upgrade weapons and armor to be strong throughout
Weakness – uses ammunition extremely quickly, best weapons are expensive, not diplomatic, bad buying and selling
