On Fallout 4 PC, certain CELLs (areas that have to be loaded) drop frames for some really weird reason, the game is very smooth for me otherwise but this video shows that something is not right with the engine or whatever optimisation Bethesda did.

I5 4690k
GTX 9604GB

Everything Ultra except Shadow distance (medium) and Godrays (low). There is no reason for the FPS to drop here at all, it cannot be stutter as this affects my controller input whereas the stutter doesn't. It's weird.
