Fullscreen takes ages longer. So if you're running fullscreen try window noborder. After a bit more investigation it may be related to whatever shaders you have enabled. Beyond me why windowed mode can load faster with them on.

Outside locations the difference increases.The save I used earlier it maxed around 4-5 seconds more for locked windowed. Better but not perfect.
I'd have figured this out sooner but running with iPresentInterval=1 at 96hz gives me a lock of 48.
Might just be my machine /shrug.
