This is another Fallout Perks video on my Fallout Freak channel. In this perk video, I talk about the perk known as Rifleman. Rifleman is a perk found under the S.P.E.C.I.A.L. of Perception in the Fallout 4 video game. Perception has the ability to increase the damage of non-automatic rifles. The ranks go as high as five where you have the opportunity to cripple a limb. The damage amount increases all the way to double-damage which you will get a rank 5. To get to this ranking, your character must level up to level 46. One thing that must always be leveling up is the fact that war... War never changes.
