I solved my problem with power being drained. First I situated all of my rooms within 4 blocks of each other and then gained enough dwellers to unlock the Nuclear Reactor. I am set to power the vault efficiently forever! Also, we'll do a few one off Halloween quests to finish up those holiday specific quests.
