Part 3 of my current progress on my Fallout/Fallout 2 modding tool.
This will eventually help people who want to produce images in the original Fallout engine's proprietary FRM format, so they can add new artwork to the game a lot easier.
The next couple of weeks should implement integration with the Fallout 2 mapper, keep an eye out for that.
