No, this clearly isn't the Hokutomaru of old anymore. (I mean, what else can be expected from a game that canonically takes place two years after 'Fatal Fury: Mark of the Wolves'?) If anything, he feels like a true student of Andy Bogard (and Mai Shiranui), what with him effectively utilizing some of his master's special moves and whatnot. (Also, he's not as annoying as he was back in the 2D sprite days.) So yeah, let's see if speed is the key here.
