Took me awhile to figure this one out as I had to wiki search for hours.

Click Settings, go to FOCUS, make sure the "Do not disturb" next to the moon icon is OFF. Or delete the schedule in it if you don't need it. That was the reason why the Iphone couldn't receive any calls during day time ( 9am-5pm) precisely. Not sure if someone added that... or if it was an Apple update... but now it's fixed and everything works perfectly fine.
