There has been a massacre in Gold Saucer and their main suspect is Barret. In order to clear up his name, Cloud agree to help Dio and Cait Sith agreed to assist in their investigation.
To do that they have to travel to lower area which is called Dustbowl. The place is being run by a gang leader called Gus. Since you're trapped in the corel prison, you got no choice but to make a deal with Gus. Gus will give you the whereabout on Barret as long as you help him win a chocobo race and get him the prize money.
