First, I have to change Relm's equipment so that she can survive Bio 3. This takes her below the threshold where she can one-shot Queklain. There is an alternate approach to this battle where you simply wait until she dodges Bio 3, but this method is far more reliable.

Next, I need to remove Kinguin's Mantle. I don't want him dodging his own Fire 2, but I also need him to keep his +1 MA, so I give him a Diamond Armlet instead. Unlike Relm, Kinguin is going to survive Bio 3 because he has bad Zodiac affinity with Queklain.

From there, it's pretty much impossible to lose this fight.
