We need to add a Magnify Materia and a Magic Materia into connected Materia Slots, it does not matter if these slots are on the Accessory or the Weapon, all that matters is that those slots are connected.
When selecting a spell you will notice a new icon beside the spell, this indicates that now it will hit multiple targets. If you press L1 then you will turn it off and only hit a single target.
You can set shortcuts for single targets or multiple targets from the Battle Settings as well.
This Magnify Materia can be found in the Broken Expressway (Tunnel) on your way to Wall Market in Chapter 9
