Before heading to Balamb Town, I show you guys a place where you can AP grind. A lot of people seem to think that you can access the area in Disc 3, which you can, but you can access the area as early as now if you navigate the Garden in the right area.

After that, Squall, Zell, and Rinoa heads to Balamb Town to find out that Galbadia has also invaded the town. Dammit.
