Basically he counters with Ultima every attack, while he does his Hydraulic Press attack every time you use an Overdrive pr special attack.
At higher levels he's much easier when you put an underleveled party member in the party (I usually have Lulu with low stats), put her Overdrive mode on Stoic and the others on Comrade. Then you get hit by Ultima and you get instant Overdrive.
