Spee can spawn in the Sun-dappled Path of the Salikawood everytime you slay a Wyrdhare in the area, with a 15% chance to appear after each kill. It'll always appear in one of the dead ends of the area, if it's not there after defeating all the Wyrdhares, you'll need to go two areas away to make them respawn and try again.
As my chain count shows, I had to do that a lot before I saw it!
Spee's weak to Water.
