Here is a guide on the locations the truck driver will be at in the Phantom Limbs mission of Metal Gear Solid 5 - The Phantom Pain.

He will normally drive around after sunset and stop at the three major bases in the mission region. i prefer to capture him at the first major base as it is less guarded than the other two. Just wait for him to get out of the truck and then shoot him with the tranquilizer gun of use CQC to take him down. Once he is knocked out you can use your Fulton balloon to bring him back to Mother Base where he will be added to your staff.
