Previously I showcased the theoretical limit of Override, but actually, you can pull it off during normal gameplay.

I spent way too much time on this...

First, you need a map that's 30 tiles tall/wide, which is the largest possible AFAIK. Also, the tiles must be unobstructed. There also needs to be enough foes to fill 30 tiles; you'll probably need infinite reinforcements for this.

The map I chose was Soren's Divine Paralogue, which is 30 tiles tall.

After that, you just need to lure enemies around you, to form a long line. Now this is easier said than done, because enemies can move very erratically.

In the case of Soren's Paralogue, I opted to hug the west edge of the map, to reduce the surface area and avoid aggroing Soren. (If Soren is aggro'd, reinforcements stop.)

Even then, it took around 30 minutes for most of the enemies to line up properly. I actually couldn't get the last 1 or 2 enemies to line up, so I used Entrap staves to pull them in.

Other things you could try include using the Thief's Pass skill and/or Rewarp staves (you can get them from the Ancient Well at 3-star Upgrade Chance) to move away from foes and pull them that way.

Edelgard's Assembly Gambit could also work, but you'd need to be careful not to KO too many foes, while requiring space for yourself to move back.

Finally, for those wondering, this is a Recall Battle, so no EXP/SP is earned. Even with 28 foes KO'd, EXP should be capped at 100 and I imagine SP is also capped.

Actually, one more thing, everyone is around Level 1 to make the enemies as weak as possible. I haven't crunched the numbers, but Divine Paralogues seem to scale a bit like skirmishes. As in they're based on the average (Level + Internal Level) of your top X characters. Thus if I lower the Level, the enemies will be lower Level too.

(This is also Normal mode, so Internal Level is capped at 30. Thus the enemies are around Level 30.)
