Fire Emblem Walkthrough Part 24 (Hector): Chapter 19x - Imprisoner of Magic
A big magic circle will appear on the map at one point. Any unit standing in it won't be able to use magic. Stay out of it with any of your magic units at that point. This circle is caused by a unit named 'Kishuna'. In Hector's story you can activate a sidequest by defeating this unit. The catch is that Kishuna will leave once turn 15 is over (or turn 12 if you've already defeated the boss) or a turn after he's been attacked.
There are two ways to go about defeating him: Simply get lucky or overlevel and defeat him in one turn before he leaves. Or defeat the chapter's boss before turn 12 since Kishuna won't leave if that happens.
