Leaving aside the question of "what makes for a good final boss in a deck-building context", which is complicated and tricky to answer... this particular final boss segment tests a lot of different capabilities of this deck. But, first and foremost, the ability to establish control over a fight, even when enemies are dodgy or have a lot of health. Generally, with only minor exceptions, they are hard to get rid of and will remain a threat for several turns.
So, let's see how well this deck operates when it's got to hit hard and be patient, simultaneously, thus... maintaining a balance.
