Try these steps to fix Fatal File Error 12

Press Window + R
Type 'regedit' in the run box
Copy and paste the path mentioned below on the top and hit Enter

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList

Change your user name to English

You will find Your user name with your country's own alphabet. That part must be change to English.

Try creating a new Windows account with English name

To create local account open Windows 10 Settings by pressing Windows + I (or make a right click on the start menu)

Go to Accounts

Go to Family or other users and click on Add someone else to this PC

If it's asking for an email do not enter an email, click on I don't have this person's sign in information

Select Add a user without a Microsoft account then create a new username in English and password and click on Next.

Make sure you make this local account an administrator.

Once the account is created on the same account settings page click on the new local account which you created and then click on Change account type

Change the type from a standard user to Administrator and hit OK.

Restart your PC and login into the new account and try launching the game

Set Launch Option

• Go to the Steam Library, right-click Age of Empires II Definitive Edition and select properties.
• Go to the General tab, and click on SET LAUNCH OPTIONS.
• A small box will prompt, in that box type in -WinX=0 -WinY=0 and click on OK.
• Now launch the game. This may fix Fatal Error.

Make a Change in Regedit to Fix Fatal Error
• Press Windows + R key to the open Run box, type in regedit in the run box and click on OK
• Copy and paste Computer\HKEY_CURRENT_USER\Software\Valve\Steam\ActiveProcess on the top space as shown below and hit Enter.
• Make a right click on the right side of the screen and select New and then click on DWORD (32-bit) Value as shown below:
• Now rename the DWORD file as offline and make a right click on it and click on Modify and change the hexadecimal value to 0 and hit OK

Uncheck All Options Under Lan Setting to Fix Fatal Error
• Type in control panel in the Windows search box and open Control Panel
• On the Control Panel screen type in Proxy in the search box and click on Configure proxy server
• Click on LAN Settings under the Connections tab
• Uncheck all the options if any options are checked, click on OK.
• Restart your PC and launch the game.

Verify the Integrity of the Age of Empires II Definitive Edition Files
Launch Steam, go to the Games Library, right-click on the Age of Empires II Definitive Edition game, select Properties, click on Verify Integrity of Game Files under Local Files tab.

Run Age of Empires II Definitive Edition as an Administrator
make a right click, select Properties, click on the Compatibility tab and check the box at the bottom under settings where it says Run this Program as an administrator and Click Apply and OK.
