Here is the fix that worked for me:

Open the Windows Device Manager and locate the Ethernet adapter.
Go to the "Advanced" tab.
Check the following two options:

First, check "EEE Max Support Speed" and select the option that matches the maximum speed of your router. In my case, it was 2.5 Gbps Full Duplex.
Second, check the option called "Interrupt Moderation" and ensure that it is enabled.
Close Steam VR, reopen it, and the Ethernet spike should be resolved, along with the stuttering issue.
