Step 1) Try dx11/dx12 in the launcher
Step 2) Skip the launcher
--launcher-skip
Step 3) Disable Mods, Rename the "Mods" folder in the game's install directory
Step 4) Properties/beta/select the classic version
Step 5) Run the dx11 witcher3.exe from x64 folder/run the dx12 witcher3.exe from x64_dx12 folder, try running as an administrator, disable full screen optimization, try compatibility mode.
Step 6) If able to launch the game disable NVIDIA HairWorks, turn off Ray Tracing
Step 7) Rename/delete the settings files in Documents\The Witcher 3
Step 8) Install Visual C++ Files https://docs.microsoft.com/en-US/cpp/windows/latest-supported-vc-redist?view=msvc-160
Step 9) Delete the REDlauncher folder in app data/local/programs/CD Projekt Red
Step 10) Allow the game exe file to Antivirus program/Windows Security & firewall
Step 11) Verify the game files, -dx11/-dx12
Step 12) Do not overclock (set it to default), close all the overclocking application MSI Afterburner/Rivatuner, disable Steam overlay, close all the overlay apps (Discord, GeForce Experience, Nvidia shadow play overlay, AMD overlay)
Step 13) Perform a clean installation of graphics driver.

Step 14) Run the game on dedicated graphics card
Step 15) Increase Virtual Memory
View Advanced system settings.
Initial Size: 1.5 x Total Ram
Maximum Size: 3 X Total Ram
Step 16) Update the system BIOS
Step 17) Unplug External devices such as hotas, wheel, pedals, mouse, Razer Tartarus, disconnect all the additional USB adapter connected to PC, disconnect additional joystick/controllers connected, disconnect multiple monitors, turn off Razer Synapse (razor lighting effects) and MSI Dragon Center, corsair software, close third-party services such as nahimic services/lightingservice.exe etc. in task manager, remove the undervolt
Step 18) Uninstall the game, go to the game installation folder and delete the game folder, restart your PC, and reinstall the game to C Drive/if already installed to C drive, then install the game to another SSD
