Are you in the market for the ultimate weapon of mass destruction in Fallout 4? Ok, this may or may not be in the running for that honor, but...

How about a still pretty reasonable godlike implement that can simultaneously uniformly apply extremely comprehensive property damage and also lead to distributed "accidental" deaths that you only learn about when you reclaim the area?

Well then,

Depending on your love of the water and your willingness to seriously mess with the gameworld around you in a large radius, you may want to pick up a Bilgeplump!
Make sure you hear me out here: that's not a bilge "pump". A bilge "plump".
Instead of taking away existing water, it just adds more.

This very consequential and dangerous megaweapon can sink a volume the size of a small town underwater, committing its denizens to the depths (wherein many weaker NPCs quickly succumb) and lifting + shifting many of the buoyant loose items!

Hope you put some skill points into Swimming (or Aquaboy/girl), JC...

The bilge plump is the prized possession of Sheng Kowalski, Diamond City water hawker.
Just walk right in and take it.

How to use:

Aim at a point in the world where you want to establish new beachfront property and wait for your surroundings to fill up. You can aim the gun at points underwater too, lowering the ambient water level. When you want to banish your trusty water-subtended portable fishtank, drain the water to a low point, and just aim your camera at your feet and equip or unequip.

Important! Note: Don't use this mod in a serious context or on a save without a backup plan, since it's safe to say some NPCs and quest items out there probably weren't made to be under millions of gallons of radioactive water as they go about their day. Framerate/performance/stability can also be reasonably expected to pretty well suffer here, thanks to the physics engine needing to earn its keep, extra reflections nosing their way into the rendering pipeline, etc.

Also, this was intended to go in interiors only, but I didn't place a restriction on that.
It is maximally destructive outside, since you can flood out and displace objects and confuse NPCs across whole city blocks. Also, if you look at the MASSIVE water volume from outside you will see that the "emperor has no clothes" so to speak (water in this game is only viewable from above or inside).
