If you want to drive any non-offroad car in Ford Racing 2 and 3, you can do it by modifying the CARDATA.DAT file which can be found in the Ford Racing 2 and 3 folder under DATA\ASCII\CARS. Open the file with Notepad and find the car you want; for example, if you want to drive the Mondeo ST220 on offroad courses, open the aforementioned file and press CTRL+F, then type "mondeo" in the search bar which will bring you to the Mondeo ST220's settings; replace the ":CAR_GROUP_TYPE MODERN" line with ":CAR_GROUP_TYPE OFFROAD" and replace the ":TIME_CAR_GROUP_TYPE MODERN" with ":TIME_CAR_GROUP_TYPE OFFROAD". When you launch the game, the Mondeo will be in the offroad category instead of modern. You can do the same with any non-offroad car by replacing the same line.
