All you need to get Exp. Share in Pokemon Crystal is to beat or catch red Gyarados in Lake of Rage, after you do that you will get key item called Red Scale which can be exchanged for Exp. Share. That item helps you train you "weaker" pokemon because they don't need to fight, you can just put your strong pokemon and the pokemon with Exp. Share will get 50% of experience from battle.
