In 2nd generation Pokemon games Eevee won't evolve into Espeon or Umbreon just by hitting certain lv, Eevee needs to have enough happiness (over 220) to evolve, when he reaches enough happiness you just past one lv and Eevee will evolve, if during day or morning Eevee will evolve into Espeon, and if during night Eevee will become Umbreon, you can stop the evolution if you accidentally evolve Eevee during wrong time of day. You can check happiness lv in that lady's house in Goldenrod City, if it's over 200 (and then you will know that you are close) she will say that your pokemon trust you a lot or that it seems happy.
