Freeman Residences is located in the middle part of the Restricted Area 1 region. It will be right beside Lake Elizabeth.

The civilian with information regarding Madera's whereabouts is in the house near the park at the center of the village.
Use Drone to Mark Enemies to Avoid Detection
Use Drone to Mark Enemies to Avoid Detection
You will not be able to talk to the civilian if enemies are actively chasing you. Use your drone to mark their locations. This will help you keep track of their whereabouts to avoid detection while making your way to the civilian.

3. Heading To R&D Center Omega

The R&D Center is found South of Freeman Residences. It is also near Blackburn Ridge in the Devil Forest.

A chopper can be found near the entrance of the village. You can use it to quickly get to the R&D Center. Traveling by air will also prevent you from several enemy encounters that could make you waste ammo and resources.
4. Locating Madera

You can find Paula Madera in the third floor of the main building. The area is also full of enemies. It would be best to use your drone and mark all enemies present in the area. This will be useful later on in the mission.

While heading to Madera, try to take out as many enemies as you can. More enemies in the area will make the latter part of this mission more difficult.
5. Sabotaging Batter Stocks

All three battery stocks can be found in the same building. The first stock is next to Madera. The other two stocks can be found on either end of the main building.
7. Escorting Madera

South Cape Station is a small island in the Windy Islands region, just south of the Liberty region.
Madera Needs To Be Carried
Madera Needs to Be Carried
After the cutscene, Madera will be severely injured. She will need to be carried out of the area. When carrying, you move slower and can only use your pistol. Take out as many enemies as you can beforehand to avoid too many gunfights.
Use the Chopper to Escort Madera
Use the Chopper to Escort Madera
A chopper is the best way to get Madera out of the area. Since this part is timed, getting Madera to South Cape Station as fast as possible is the priority. The Helicopter will be able to traverse over water and reach the island quickly!
