Franky may appear to be a simple Frankenstein's Monster-inspired boss, but fighting him is no easy matter. You cannot damage him directly in any fashion; instead, this battle requires you to solve a puzzle that involves lowering platforms to raise others so you can reach the Ball Switch that defeats him. While you do this, you must manage the ball to protect it from his electrical charges, which can destroy it in a single hit.

Because of the tedious nature of this battle, I used the Call Ball cheat to make it easier.
