While you're talking to Valentin, make him move out of the 18 wheeler cargo freight and closer to the path where you meet Janus. Then whenever you unmask Janus long enough head straight to the helicopter as fast as you can use your strafing skills. Natalya should follow you before the helicopter explode. The Flight Recorder should be close enough at the gate once you get it, head to that gate immediately! There you should reach that target time.
