Make a shortcut of Xenia.exe like so and add the license and scaling arguments:
\xenia_ge007-mousehook-v1.6\xenia.exe" --license_mask -1 --d3d12_resolution_scale=2

This allows any XBLA title to be unlocked, and 2x resolution. Goldeneye is a 720p game so 2x is 1440p.
Audio is delayed 100ms in Xenia with Goldeneye and cannot be fixed at this time. Works on a modded Xbox 360, can play online via xlink kai. No network support on emulator yet.
