Google and Binomial LLC joined up to open source, under the Apache license, the Basis Universale Texture Codec.

Essentially it's a set of tools and code that enable applications and game engines to support an intermediate texture format .basis, enabling files to be stored on disk and loaded into GPU memory in a compression friendly way.
