Niko meets Francis McReary at Pier 45 in Fishmarket South after receiving an anonymous text message from him a long time ago. Francis says that he "knows a lot about Niko", considering that he has killed Mikhail Faustin and also that the Russian Mafia wants him dead. For the favor in stopping the Russian Mafia, Francis wants Niko to "look out for him, so he don't have to look out for Niko".
Meanwhile, Francis says that there is a man threatening to expose to the press, with proof that Francis has done acts of corruption, unless Francis pays him to be shut. Francis wants Niko to find this blackmailer, whom is supposed to arrange a meeting at the Humboldt River on Silicon Street, and retrieve the photos he has against Francis.
As Niko arrives at the vantage point, he phones Francis for the next step. Francis tells him that he is somewhere around with a phone, thus texting Niko the blackmailer's phone number.
Niko calls the number with the blackmailer responding. He tries to look out for the blackmailer with a phone, seen speaking, but Niko avoids to be too close. As the conversation ends, Niko finds and identifies the blackmailer, killing him to retrieve the storage device.
Ultimately, there will be a two wanted level to escape from. After losing the cops, Niko heads to North Holland to meet and give Francis the photos back, so he can dispose them.
