TL;DW:

Basically all changes are inconsequential except Jumper, which was your default competitive/consistent level 13 talent, which got significantly buffed. Net Tracer buff. (Full video explains why this is the case for each talent, what the old descriptions were, how the changes play out, etc). I may need to make a separate video for buffed Parting Gift once I actually get to play around with it, but I'm very skeptical of it being any good.
