Group by is used for grouping files in explorer, unlike Short by which is used to sort or order files. By using Group by your files can be grouped by Name, type, etc. Group by is also available on Windows 7, Windows 8, Windows 11, so it is not limited to Windows 10 only. Group by is better used in folders where documents are stored, and not used for download folders.
