GTA SA: SilentPatch - Shader-based Night Vertex Colours

Restoring stuff to PS2 look again. Night Vertex Colours used to be handled entirely on the CPU which is not the best design choice for PC. Therefore, R* deliberately made it recolour buildings in groups. SilentPatch moves the colouring part to the vertex shader, so now the graphics card is responsible for handling it. This allowed to unlock smooth recolouring again without any performance drop.
