At the start of the game only Los Santos and part of the countryside will be available for exploring. If you try to go to any other blocked-off area of the map you will instantly get a 4 star wanted level. If you want to explore the map fully at the beginning you can follow this guide.
In certain missions of the game the wanted level is locked and you can drive anywhere and cause as much mayhem as you want. In this video I will show you all the missions this applies to and what exactly you need to do in order to make it work.
