Vice City has a similar bug with IPL mods:    • GTA Vice City - Map mod Side effects ...  
Back in 2007 I had encountered this bug when I installed an all interiors mod.
It only happens if a new IPL file is added in gta.dat and it's not the last entry.
If you edit IPL files and add new enex markers the game will start a new game if you load your game.
