GTA TBoGT Special Vehicle Guide: Lustered/EC Black Packer
Welcome to my Special Vehicle Guide for GTA TBoGT! This Video will show you how to obtain the Lustered/EC (Exclusive Color) Black Packer from "Frosting on the Cake" using a Mission Replay.
https://gta.fandom.com/wiki/Carcols.dat/GTAIV - This link will bring you to the "Carcols.dat" file and help to determine which colors are special and why. It's interchangeable across GTA IV, TLaD, and TBoGT and the same rules apply for each game. This file was heavily used to help find out all the Special Vehicles in the game and determine exactly why they are special.
https://gtaforums.com/topic/863489-gta-tbogt-special-vehicle-guide/?do=findComment&comment=1069854533 - This link will bring you to where it all began. "Sprite" went through and documented every single Special Vehicle TBoGT had to offer and then after, I went through the game and obtained all the Special Vehicles for my Youtube Guide and here we are today.

***The Method I show in the Video will work for EVERY Platform and Version out there for GTA TBoGT.
This is a pretty interesting Special Vehicle. It makes no sense on how to obtain it but what you have to do is mash all of the buttons on the Controller and sometimes Luis will be able to "exit" the Stretch E as shown in the Video. However, you MUST NOT mash ANY buttons during the Cutscene. If you're lucky enough, Luis will have left the Stretch E. Then you must stay in close proximity to the Stretch E until the Mission fails and as soon as it does, change to a Melee Weapon like the Fist or Knife and run toward the direction of where the Packer spawns and hope and pray it doesn't drive off and you can catch up with it and steal it. The reason this needs to be done is Luis will be "stuck" in the Sticky Bomb Throwing Animation but changing to a Melee Weapon will temporarily fix it. After you save and reload, it'll be completely fixed.
If you play on the PC Version, there is ONE TINY ASPECT that is going to be different and needed to be done in order to obtain it! On PC, you'll be "stuck" in the Sticky Bomb Animation, even if you try switching to a Melee Weapon. You must "take cover" behind the Packer and when you do this, the game will allow you to jack the Packer and drive off with it!
A Luster is typically a Vehicle's 3rd Color in the HD Era and it sits on top of the Base Color. You can see such Luster when I move the camera around. MOST Body Colors and/or Lusters will not be special alone, but in combination with each other they will be special and one of a kind! Note that depending on the Base/Body Color of the Vehicle as well as the time of day and weather in-game will make all the difference whether the Luster is going to be very visible or not. When dealing with Lustered Vehicles, you will have some choices. ALL of the Packer's depicted in the Thumbnail are special, but it will depend on the player's tastes in Colors and which Colors appeal to them the most as to which Luster they will choose in the end. Every time you begin a Mission and come into contact with the Lustered Vehicle, you will see X Luster spawn. When you reload your Save, and try the Mission again and again, the Luster will change! You basically want to do this until the Luster of choice is the most appealing to you and then obtain it! The only way you will know the EXACT Color Name of the Luster you acquired is by loading your Save up in a Save Editor and viewing the Garage Tab and checking the Colors and Lusters of your Vehicle.
You can use Mission Replays once the entire Story is complete to obtain ALL the Special Vehicles from the Story Missions (except for MAYBE the Unique Skylift). Not only that, but if you FAIL a Mission for a Special Vehicle on a Replay, it will NOT count against you in the Stats. The only times Mission Attempts/Failures will register in the Stats is when you are going through the Story Missions for the FIRST TIME! I recommend to just wait until after finishing the Story OR after reaching 100% Completion to obtain any Special Vehicles from the Story so nothing will taint the Stats.
You can store 16 Special Vehicles in the 8 Parking Spaces that TBoGT has to offer. Each Parking Space saves 2 Special Vehicles each.
