GTS Racing Challenge was released on Pocket PC and similar devices, including the Tapwave Zodiac. This Game Boy Advance version, however, doesn't seem to have been released. It seems like the purpose was to shop around the underlying technology, but it's unclear if they had planned to release it to retail on its own.

It features a couple of tracks that work and three cars, but it is incredibly barebones. The corrupted graphics are likely just missing, as this wasn't dumped from a cart but rather from an original digital file. There is no sound either, so don't adjust your speakers!
