Because I couldn't find out anytthing about how the PAL version was optimized I made a comparison myself.
I scaled both sides to match pixel count.
The PAL version is optimized in terms of resolution and the sprites aren't scaled, which is why they appear smaller compared to how they look like on the NTSC -J side but that's actually a good thing.

Other than that the game appears to be running slower than the NTSC-J original and because the resolution was in fact adjusted, there's no way to actually fix this release to play like it was intended which is a shame.
