It is 358 BC, and the new Eurypontid king of Sparta, Archidamus III, has completed his reforms. This was not an easy process. It was only due to his previous success in battle that he was able to gather enough loyal supporters to purge the ephors and replace them with loyal men. This, combined with the taming of the ineffectual Agiad king Cleomenes II, has made Archidamus III the undisputed leader of Sparta. Those who oppose him simply do not have the power to act on their beliefs.

Now, Sparta is prepared for the realities of modern warfare. New walls will prevent enemies from entering the city as Epaminodas did in 362 BC. Revised citizenship laws and the redistribution of land have begun to replenish the ranks of the Spartiates. Increased trade between the perioikoi and the outside world has gathered enough money to purchase mercenary catapults from the Italian colonies.

But Archidamus III still has far to go if he wishes to restore Sparta to its former glory. The liberation of Messenia humiliated Sparta, and the forces of the former helots pose a threat to the western border. For Sparta's security and prestige, Messenia must be conquered again.
