On highest Illuminate difficulties you should be able to take out 3-4 Council Members (CM) with one Close Air Support (CAS) regularly with this method:

1. Make sure there's no room for CMs to teleport away by minimizing the space behind you
2. Throw CAS on the CMs
3. Take out as many CM shields as possible before CAS hits. That way CAS doesn't lose its power on the shields
