To play the mod on Kubuntu. You will need a valid copy of Quake - I'm using Steam for this.

1st Download the mod from https://www.moddb.com/mods/duake
and extract it to a folder. Go to Steam, the library and copy/paste Pako and Pak1 to your Duake folder.

Next have Lutris installed and add your game (locally, set runner for wine), and enjoy.
