How significant is C1 for DPS Kazuha?

TLDR; C0 is already very good that you don't need constellations. However, the more enemies, the impact of C1 will be far more significant. For single target DPS build, it's as you can see.

C1 basically lets you do more E. I think there are 2 reasons why the clear time is very similar: (1) C1 Kazuha playstyle can use hold E in the first rotation (which the CD will reset after Burst), but the casting time is a tiny bit longer than the tap version, and (2) Kazuha already has a pretty much low CD in the first place.

At C0, tapping E has a 6s cooldown, but then the time it takes to complete the plunge and casting burst takes several seconds. In practice, you can cast E again around 3s after the burst animation is done.

Overall, I don't really recommend getting C1 unless you want to go C2. C1 is just a nice QoL but heck yeah for a fun factor. However, in a prolonged fight and waves of enemies, it will be more significant. The more the enemies, the merrier.

In terms of energy, it definitely lets you run less ER (around 20-30% less?) since you get to cast E more frequently (I forgot to test this sowwy).
